It means "Ali kill him!" At the Rumble in the Jungle summer of 1974 in Zaire, he fought George Foreman in a sellout spectacle. Before the fight Ali asked a biased crowd who the greatest enemies of Zaire -- Belgians. Ali exclaimed "George Foreman is a Belgian," to which they shouted in response, "Ali boma YE; Ali Boma YE" (boma = kill; ye= him).
